Actually, it was a couple of Iraqi guys living in France who created the Baathist nationalist movement who gave people like Saddam the platform from which to repress an entire nation.

But people like Saddam have always existed... People who might lack in education and knowledge, but make up for it in brutality and sheer force of will..
