the right to own guns was dependent on being a member of a government organized militia.

I expect that to be the Homeland Defense-enabled position, in spite of Ashcroft claims to the contrary. There is no longer any need for the DOJ to hide whether they have gun registration information, they can now use it in court. Every purchase of guns and ammunition will now be in the "legitimate" category for use in court, or clandestine activities, with impunity.

To avoid direct confrontation with NRA position in getting the rest, they'll start by offering "training" in civilian civil defense with inducements to declare any guns you may have.

Better trust your friendly government completely, there is no more privacy.
