Not that simple. the fed has a history of raising rates whenever oil prices spike. That has slowed the economy sending oil prices back down. In order for the substitution effect to kick in the fed should not try to fight rising oil prices. this has never happened. the alternative is forced conservation which the repugs will not allow.
