Yes, he could. But a major character factor in the Bush family is loyalty. Almost all of these Iran/Contra people were friends of "41" from his CIA days, and he pardoned several of them when he became President. "43" offered them positions because of his Fathers position on them, and because he wanted to be "In your Face" with people like Tek and John.
