You have to remember that companies have become risk averse in the extreme. They've been sent down the primrose path by their in house IT guys for years with huge cost over runs and stranded assets. They want to hand it off to someone else and make them responsible. The old adage still stands in these big old economy companies, that no one ever got fired for hiring IBM.

I find that these kinds of things run in cycles. Companies take it in house because they feel like their vendors have them by the short hairs....then after a few years of having it in house they realize that they are paying twice as much as an outside vendor would charge so they decide to out source. The grass is always greener. I do know when people are afraid for their jobs they don't always make the right decisions but they make decisions that will cover their ass if they don't work out.
