Dear JF: The problem is the world has changed. In the past SOVEREIGN Govts. declared war on one another. Now we have a situation where a band of Terrorists, Islamics all, from many countries but owing no allegiance to any, however supported by many Islamic Nations, CAN and HAVE inflicted damage through Aggression on many countries INCLUDING the USA. Because they are NOT OFFICIALLY state sponsored we have no state to declare war on. So, we must change our approach to one of denial of opportunity to possess weapons of mass destruction, rather to one of ASSURED DESTRUCTION if a nation uses them. jdn
