I am not sure what you guys mean but if you are suggesting that the Chinese bureaucracy works at lightning speed, then you are correct.

If you do not believe me, go to China and see for yourself as I just had.

While Nokia can blame it on bureaucracy, the fact remains that there is no compelling reason for China to license yet another foreign supplier, when there are plenty of domestics available now, especially when the supplier is trailing so badly in the cdma arena when compared to the Koreans.

My guess is if nokia wants to enter the China cdma market, they are going to have to go the same route as Samsung (Kejian) or LG (Langchoa) and partner with one of the Chinese licensees.
