And in some jurisdictions, you may find yourself being charged with manslaughter. re:"It's hardly a social service" What good is a right, if you have no means to express it? If protection of one's life and property is not a social service (dependent upon the competence of local law enforcement), they why deny the means to protect one's life from violent criminal (and unlawful) attack?
