Say your not working though an agency, and can cut 10%+ off the first years wage bill, just using this precaution. That should raise an economic efficiency expert's eyebrow or two. The gubberment is keen on how to save money without pi**ing off a whole load of guys. Recruitment agencies are fairly low on the list of important guys.
