Soros, Got to disagree with you on this one. I don't know where you have worked in your life, but most jobs I've been connected to attribute you with full blame much sooner than 9 months in the office. Bush had plenty of time to take both military, home defense and economic actions. In fact, they did take some economic actions (big spending and run a growing tab policies) that may have helped end a mild recession and bring on a depression. One thing I learned from my time in the military is that if it happens on your watch, you are to blame. And that goes from buck Private to Commander in Chief. Ask anyone who was the cause of The Great Depression, and Hoover gets much more of the blame than Harding and Coolidge. Much like George Flubya Bush, not all of the bad policies were Hoover's, but his ability to handle problems was legendary for its ineffectiveness.

So, we can't blame Clinton's surpluses (always phony, but under Flubya, the numbers can't even be faked enough to cover the deficits) and lack of military preparedness, Big Bush (the last grownup to be President, who ended Ronnie Reagan's prodigal spending and run a tab policies to the detriment of his political career), Reagan or Carter. Or Millard Filmore. What is going on now reminds me of how shocked Flubya was at the incompetence in the INS. Uh, who is ultimately in charge of that service?
