This act illustrates a very important point: Saddam can be deterred

...but not disarmed, it seems, not even by a dead-serious threat of imminent attack. It takes no crystal ball to predict that if Saddam is permitted to survive with his weapons programs intact, he will once again portray himself as the great Arab victor, standing proud against the unavailing might of the Great Satan.
