It depends on who the one is.

If the one is an American, then they count more than say an Iraqi.

If the one is a Jew, then they count more than an Arab.

Not ALL victims are created and marketed equally. The Holocaust is an excellent example of that. The whole affair is about Jewish victims to the exclusion of others and they were more numerous!
