It sounds to me like you're confusing greenhouse gasses with air pollution. Yep, anyone living in a sizable city wants pollution reduced. Well, C02 isn't "pollution" in that sense, and meeting Kyoto targets wouldn't necessarily mean any change to what people perceive as air quality.

I'll quibble with the science behind warming, which is in dispute. I guarantee that the computer models they're using to justify conclusions aren't up to the task. I used to work on economic models for the feds, with some of the top people in the world. They decided in the end that it wasn't worth the effort, because the models didn't work well enough. That was with an entirely human construct, the economy, and we couldn't model it. Climate is several orders of magnitude more complicated.

Bottom line, though, even if you believe that warming is happening, is this. Natural emissions of C02 are on the order of 750 gigatonnes per year. Human emissions are a net 3 gt. (0.4%). Canada is 2% of the human contribution. So we spend a bunch of money to reduce by a third that 2% of 0.4%? Sounds like a complete waste to me.
