To be honest, I haven't thought about the need for American troops in Korea until you mentioned it. I've always assumed that their presence is vital to South Korea's security, and that the number of troops there was adequate.

One concern I have is whether any sort of withdrawal would be seen as a sign of fear or declining commitment to South Korea's defense. Anything that emboldens the North to become more aggressive or belligerent is a bad thing. I guess that ought to depend on how the new president in South Korea wants to handle relations with the North. (The elections are coming up this month; I forgot exactly when.)
