It focuses resources on the things about which it can issue press releases and have reps appear at ribbon cuttings with cheques in hand. Non-sexy things, like the RCMP, the military, and the justice system, are neglected, the two former in fact being fiscally starved.
There is a subspecies og humanity that specializes in doing this sort of idiocy. There are called "politicians".
The California state budget is $16-$20 billion in deficit. Davis, the guv who squandered a surplus larger than that and got re-elected in spite of it, has proposed across the board budget cuts. The state's teachers are SCREAMING. They are insisting that education, including pay increases, get their original amounts. Even if police, fire, and emergency services have to take deeper cuts to pay for it.
I bet they get their way. Davis is well known for his fear of, and kowtowing to, the teachers' unions.
(The California Republican Party is noted for its skill at finding unelectable candidates. The man they put up against Davis probably would have lost to Osama bin Laden.)

But even given that, why should certain nations - the US in particular - face depression to implement it, while others, such as China and India, take no hit at all and probably never take a hit since to avoid its limitations all they have to do is refuse to agree to later addendums?

The US does the same. Illegal immigration from Mexico, followed by mass legalizations, has reached the point where there is a significant vote in favor of continued illegal immigration. It appears irreversible now. So prepare for your southern neighbor to be Mexico.

Canada is becomming polarized between those who like being given things and those who have to pay for them.
We had the same problem. Things appear to have been backed up - -for a while. Those who wish to steal from the producers to provide bread and circuses for the lazy are just waiting their turn, though.
They would include the vast gulf between Alberta's contribution to the economy and her political influence.
You keep referring to the large economic contribution of Alberta. What does it produce and export?
