they say in murder, 9 things can go wrong, and if you can think of 3 of them, then you are a genius

I would say with this war in Iraq, 19 things can go wrong, and if Bush & Company can think of 7 of them, cover those chips with a strong shells, build alliances for those weak links to be covered flanks, then they are geniuses
I wont bother to list all the dangerous unplanned consequences
in order to cover all the chips on the table, we would have to organize many Arab states, get them to agree, get them to cooperate, and have them follow through with no big mistakes, no big arguments, no hothead shots, no tactical hitmen bombers
