I think the threat and warning of the use of weapons of mass destruction is the point. Our threat of overwhelming retaliation is precisely what prevented an all out war during the so called "cold war" with the Soviets. I don't think the Soviets for a minute doubted Reagan's resolve. Somehow, I felt a lot more secure during that decade than during recent times of mixed messages and ambiguity.
