I get the impression that Rumsfeld gets a hard-on when he thinks about exploding a nuclear bomb over some city. He was about 10 when the bombs blew over Japan and he's probably wanted to repeat the rush ever since.

When told of a Soviet doomsday machine which will trigger nuclear explosions designed to destroy the world, General Turgidson (George C. Scott) whispers to a confidant "Gee, I wish we had one of them doomsday machine things," parodying those generals who never saw a weapon they didn't want to use.
