You know it, I know it, and so does everyone else with the sense God promised a doorknob that America cannot launch a nuclear attack on a country that has not done the same to America. I would say impossible, given the irreparable damage it will do to American image, at home and abroad, if I thought Bush is a rational and intelligent person. As it is, I will say there is a very VERY small chance, but it is almost insignificant.
So it is a threat.

None. However, "responding in kind" assumes a nuclear attack from Iraq into US soil. Or how else would you define "responding in kind"?
