i am a dope. YOu will have to explain further. Perhaps i was wrong. I take what you said as saying they have a right to use whatever to defend themselves from an invader and then will have to pay the price if they use wmds. The last piece doesnt offset the first tht they "have a right to do whatever they want to do to any invader." A criminal regime actually has no rights--see serbia and milosevec trial. Mike
