How do you defend a city from a nuke, pray tell??? IT doesn't say anything about an effective defense, just that the city is defended. A non defended city is an "open city" that the enemy is free to march into without any local resistance. Also Japan could have shot down the B-29s that carried the nuke. Given our air superiority the chances of this happening were low but it could have happened. Tim
