I'm not so sure.
Mid-1970s was when baby boom generation was just entering the housing market in a big way, creating strong underlying demand for houses. The fact that a house also served as a good hedge against inflation was an added bonus. Who knows what the "true" demand for housing is now --- i.e. demand stripped of a desire to make of one's house a bank and an investment. If anything, underlying demand might well be tending downward. With children leaving the nest, boomers need less space.
In any case, there is one statement that Lechner makes that I totally agree with: the gov is flying blind (((and what's worse, doesn't know that it is.)
