While their own people starve, the North spends money on nukes and ballistic missiles. While the South has been pursuing a "Sunshine Policy" toward the North, the North takes advantage of the humanitarian aid and diverts it toward the military and the "elite" living in Pyongyang. While you consistently harp on Bush and exercise your free speech (along with millions of Bush haters in South Korea), the North continues their mind-control and crushes any internal criticism of their state with ruthless efficiency. I state the obvious: Evil doesn't even begin to describe the North. And none of it was caused by Bush, or by Clinton, or by any other American president in modern history.
