of course it is fishy, but it is a payoff bush has to make to yemen so the usa can stay on hunt for al queso in yemen. the us has fbi, cia, predator drones, etc., etc., operating in yemen, and it seems like a good quid pro quo to me. the drone already made charcoal out of that mercedes' contents in yemen weeks ago, and yemen played ball. who knows they may have cut a deal for what to do with the scuds after they get on land. i think we can be sure those 15 scuds will have their movements tracked very closely. to me the point was made to north korea and anyone dealing with north korea on weapons that they are likely being watched and maybe embarassed. i don't think anyone in the bush admin really thought yemen was or is really a "friend" either.
