There are many possibilities. Captain Jack will spin that he used a toy to get a lesser sentence if caught. Someone else might spin it that he used a toy so that no one would get hurt. Someone else will say that it was a form of suicide. Another might think he was literally forced into it by some extraneous person/group. Another might think it may have been a spur of the moment thing when he was out on the road in his worst possible down moment and he grabbed something that would fit the bill from some store.

Whatever it was, those looking on at Tim's death will never really being quite sure of the reality...just like when he was alive.
