Those are sound arguments against it. I would guess that any claim of discrimination or undue impediment to voting would be taken to the federal courts, and that a standard would be worked out. I would also guess that it would confine itself to literacy (basic mathematical competency is called "numeracy"), which is already defined as being able to read and right on a third grade level ("functional literacy"), although a sixth grade level is sometimes used for comparative ease of reading and writing. None of these things are inherently beyond working out, though it is doubtful that a strong enough case can be made to bother to implement such a plan........
