"Do we control Kuwait's oil?" Bush Sr. did not let Saddam gain control Kuwait's oil. We control Kuwaiti oil to a far greater extent than would have been the case if Saddam was allowed to keep Kuwait. There are a few differences between the situation in Kuwait ten years ago and Iraq today - we did not invade Kuwait, kill their leaders and establish our own government there (although that last point might be contested).
