How do you know it was under Clinton; it could well have been under Bush Sr.? I'm getting the idea you are living in a news blackout. First, you have no idea that Clinton was handed Bin Laden and refused to take him. Now, you seemingly are unaware that Jimmy Carter and Clinton made this deal with NK which allowed them to develop these nukes. I'm not sure how anyone could be this unaware of current news events.
