December 15, 2002 War Names By NIALL FERGUSON Like some other essays of his, Ferguson fails to distinguish between wars and wars. Wars in explicit self defense or in retaliation for real prospects of real attacks are one thing. But the Bush administration doctrine expands itself further to include attacks against states for which the Bush folk "think" there may be reasons to consder they will attack the US. Putting Iraq under that umbrella is the classic illustration of this mistake. Iraq may belong under another conceptual umbrella, the one Pollack suggests, which is not the one of preemptive attack but oil policy. That's a different argument. Ferguson seems to make the same mistake the Bush folk make which is to insist that all wars now are against "terror."
