What if an oversupply of tractors, for example, creates a series of problems arising from lowering of prices in general of many other things?

Rightly or wrongly, I think defence spending should never be eliminated. For ongoing preparations for defence of the realm is of paramount importance, even in peacetime. The history of mankind is replete with cases of powerful countries and empires eventually crumbling due to lack of vigilance due to prolonged periods of peace.

It might interest you to know that Margaret Thatcher, a former Prime Minister of Britain, had often advocated defence spending and vigilance. She pointed out that the price of neglect or negligence in this regard could well prove to be too costly and burdensome down the line.
