I think that those policies framed with an underlying contempt, assuming that blacks cannot become competitive, are racist. On the other hand, completely ignoring the historic impediments to black achievement, and being indifferent to the morass that the inner city has become, will not bring about true racial reconciliation and an America healed of the wounds of slavery and Jim Crow.
