No, I do not think that making it up to the black community entails either of those things. I think it does entail searching for policy for schools (like vouchers and charter schools) that would help to enrich deprived children academically and socially. I think that it does mean pursuing the faith based initiative and helping to provide grants to church outreach programs that seem to be promising. I think it means to take an interest in public- private ventures to improve the urban core, and make it more attractive to open businesses there. I think that it means using legitimate affirmative action, for example, outreach recruiting, to encourage minority participation in various professions, even while being opposed to quotas, goals and timetables..........
