If you have wind farms a hundred kilometers out to sea they will get a steady wind and an endless supply of salty water. The depth is only a few hundred meters, shallow enough to run an anchor pipe. Automated equipment could extract hydrogen and oxygen by passing the electricity though the sea water and store the resulting gasses. A clever design could deliver electricity directly to cities and only use excess power to create hydrogen (and oxygen, no use wasting it because it is useful).
