Oh, sorry... only on the poor. Kewl.
The idea, floated in the WSJ - points out that the richest 1% pay 26% of US income tax. Apparently ignores the fact that they also have 19% of its income, and pay proportionately less in other taxes... and even this commentary misses the fact that it's neither practical nor feasible to tax that portion so poor that they need benefits to survive anyway.
