I think what he means is that every human on this planet is covered by some sort of law. Domestic terrorists by domestic law, others with the laws of the countries where they committed crimes, and if you declare yourself in war, then there could be a POW issue. We're talking terrorists... non-state actors bent upon waging a war against civilians, not just military targets Regrettably very true. Still, if we are on the side of the law and rational thinking (as opposed to fatwas and religious ideas), we would do well to follow our principles even towards terrorists. Otherwise, they have already won.
