IMO shutting off the terrorists money sources should cause major problems. Groups in US or other places were probably 'guaranteed' adequate funds for travel, housing, and others expences. If they dont get it they are going to be most unhappy, stuck without bomb supplies, car rentals, airline tickets or even rent money They could get pissed and revolt.(but Bin,.you promised) Sig
