While I can't really speak to the potential for the research I can say the SBIR program is designed to foster private sector R&D. The government goes out and asks for proposals for promising research. Companies submit hypotheses. Some of the more interesting ones are selected and Phase I contracts are awarded. These are relatively low dollar contracts. If phase I indicates the hypotheseis may in fact be correct, a Phase II grant may be issued to continue the effort or focus it in a particular direction. In any case, this is preliminary research, very unlikely to result in a product in the short term. Never the less, it keeps them working.
