Something to think about is the unintended consequences which will flow from the states efforts to deal with their individual budget crises. An example in point, in my own State of WA, the cutback in the state financed basic health services will cause more people to apply for SSI or Social Security Disability benefits in order to obtain medicare coverage. This, in turn, will increase the costs to the Social Security and Medicare budgets.
