Maybe what TP said about AA could apply to the affirmative action of community aid programs. It ends up being about people having good will. "I think Afirmative Action works well where it is accepted. Where there is opposition it doesn't. Probably no program works well with determined opposition since it is easier to build hate and fear than to build trust. " TP
