When Secretary of State James Baker met with Tariq Aziz in Geneva on the eve of the war, the letter he presented from President Bush to Mr. Hussein threatened the "severest consequences" if Iraq took any of three actions: use of weapons of mass destruction, destruction of the Kuwaiti oil fields or terrorist action against the United States."

While Aziz refused to accept the letter from Baker, he DID read it and there is no doubt its message was delivered to Saddam.

Bush, Baker, Cheney, Powell, and Schwartzkopf have all spoken publicly on this matter, describing this letter as THE REASON Saddam avoided WMD. Most recently, Schwartzkopf made reference to it on Chris Matthews' show within the last month or two. Cheney has also made reference to the letter in recent (i.e., in the last year) interviews. President Bush refers to it in his interview with David Frost.
