I listened to the CC and it turns out that they aren't forcing upgrades to 11i, they are just desupporting 10.7. They will still support 11, which is a fairly old release. Henley said that he thought that 10.7 was over 6 years ago, and if so, it doesn't seem exactly "hasty" to stop supporting it at this point.
