In the second statement "renewed need for more capacity" should have added "leading edge" capacity.

SLOW, TECHNOLOGY DRIVEN, INNOVATION, LEADING EDGE.

It looks like this scenario will continue in 2003 and 2004. 2005 seems like the first likely opportunity for a "normal" capacity driven expansion.
