It's pretty obvious that if a discrimination is going to be eliminated then there is a period of time in which the effects of that policy will have to be reversed. The key is to not linger in the situation longer than necessary. harms the efficiency of the organization, by mandating dubious hires, or that it completely undermines the idea of merit. I think these are red herrings. It's reasonable to allow some time complete the process, say 20% of the final remedy a year for 5 years, but to try and restrict everything to process instead of results just means that the holdouts keep holding out year after year. It's like pulling a bandage off slowly. Don't confuse the goal of integration, with the process. When the system is out of balance, any remedy will also not be in balance until the remedy is complete. TP
