Really? I think you are assuming that. And it is not a strong assumption, I feel. There is no explanation of what extermination should be limited to in this context. It just says "extermination", which is defined as:

extermination

\Ex*ter`mi*na"tion\, n. [Cf. F. extermination.] 1. The act of exterminating; total destruction; eradication; excision; as, the extermination of inhabitants or tribes, of error or vice, or of weeds from a field.

Of course it is separate. There is no wanton destruction of cities in the "crime against humanity" part. That is the "war crime" bit you are referring to.

So, do you object to anything else in the "crime against humanity" part?
