I think that "extermination" refers to the death camps
Really? I think you are assuming that. And it is not a strong assumption, I feel. There is no explanation of what extermination should be limited to in this context. It just says "extermination", which is defined as:
extermination
\Ex*ter`mi*na"tion\, n. [Cf. F. extermination.] 1. The act of exterminating; total destruction; eradication; excision; as, the extermination of inhabitants or tribes, of error or vice, or of weeds from a field.

.. and must be considered separately from the wanton destruction of cities........
Of course it is separate. There is no wanton destruction of cities in the "crime against humanity" part. That is the "war crime" bit you are referring to.
So, do you object to anything else in the "crime against humanity" part?
------------------------------------------------- c) Crimes against humanity: namely, murder, extermination, enslavement, deportation, and other inhumane acts committed against any civilian populations, before or during the war; or prosecutions on political, racial or religious grounds in execution of or in connection with any crime within the jurisdiction of the Tribunal, whether or not in violation of the domestic law of the country where perpetrated.
