Still, I would say those two cities and their inhabitants were "totally destructed", wouldn't you?

Even death camps did not totally destruct and eradicate all their intended victims, of course.

Always. However, "I chose the lesser of two evils" rarely serves well for the defender in even a criminal case, let alone in the destruction of two citiful (is there such a word?) of people.
