the engineers' and scientists' full employment act... Since DOD (aka "War Department") employs most of the world's scientists already, it's time to convert a goodly percentage to actual "Defense" The hidebound DOD culture is still stuck in "strike" and "counter-strike", so true defensive technology is likely to come from other sources, such as non-profits, private enterprise, international agencies. We hear Bush imply just yesterday that a "Missile Defense Shield" will protect us from another 9/11 attack... Such a corruption of bona-fide defense development by profiteers is unlikely to add much to national security (except, of course to the security of the profiteers). Unless changes are made DOD is making itself less useful and more of a menace to Americans, both our safety and our pocketbook.
