The American leadership has repeatedly stated that they believe the reason Saddam didn't use WMD in Gulf War was that President Bush had specifically PLACED NUKES ON THE TABLE. That's not what the letter said and on this particular issue, its important to mince words. Secondly, it was a ploy that may or may not of worked. So what's the big deal? ted
