"Severest consequences" was not nuking Iraq, so stop trying to shove it down our throats.

There was no question about the meaning of the letter. The people involved have all said specifically that.

After the face.......that does not change the fact that Bush Sr. wanted as much wiggle room as possible and that he would not have used nukes.
