Bush was responding to a question about Cheney's desirability as a running mate. Cheney himself said earlier that he would be Bush's running mate if Bush still wanted him. The reason the question needed to be addressed in the first place was the growing recognition of how badly he screwed up diplomacy on Iraq. Cheney is a loser but Bush has nothing to gain by publicly humiliating him. He had no choice but to sy he would ask Cheney to run again. But this was not a Bush announcement. It was in response to growing pressure on Cheney. He will be quitely eased out rather than publicly humiliated. He will be "praised" lavishly while he is being pushed out the door.
