A whole lot of back slappin' going on @the New York Stock Exchange as they announce the bs settlement.

Regulators announced an agreement Friday with the largest U.S. securities firms that will overhaul Wall Street stock-research practices in a settlement that will cost the brokerage firms $975 million in fines.

Under the historic agreement, the firms also will pay $450 million over five years to pay for independent research for investors and $85 million for a nationwide investor-education program.

"In the end, this case was about one thing: ensuring that small investors get a fair shake," New York Attorney General Eliot Spitzer said in a joint statement by regulators. "The people on Main Street must have confidence in the people on Wall Street. This agreement will help rebuild that confidence.

The settlement is among the largest deals ever crafted with Wall Street to end an investigation; the largest to date was the $1 billion civil settlement in 1996 to resolve charges of price fixing by dealers on Nasdaq stocks.

They will just figure out a new way to fleece the public, count on it...
